A dependabot like feature built in for stuff like nuget etc... (OD-1696)

Would be awesome to be able to have a feature like dependabot inside onedev. Either as a seperate docker container or as a built in feature that can be configured via the repository content or the settings for a project

Already possible with trivy and osv scanner integration.
