Add a functionality to create categories/folders for Jobs and Step Templates in .onedev-buildspec.yml & UI Editor #1654

Hi Robin,

I wonder if it would be possible to allow users to create some sort of categories or folders in project Jobs and Step templates?

The idea behind it is when you have quite a lot of not connected to any other jobs which could be assigned to a category/folder expandable/collapsible on demand.
