Though - why the attachment were not persistent in the first place and thus wiped during " temp storage cleanup"? This doesn't bode well…

Each issue has its own attachment storage (in order to move/copy/delete associated attachments when issue is moved/copied/deleted). While uploading attachments when open an issue, a temp storage needs to be created to store attachments, and that temp storage is converted to permanent storage when issue is actually saved
