The syntax to refer to issue in another project is
<full project path>#<issue number> -
Hmm... indeed it works - not sure it didn't. Copying "reference link" did it, though I had to remove "issue" prefix -- maybe it could be removed as well as part of onedev/server#1627 ?
EDIT: could it also work with only
project#numberlisting all matching project from all subprojects? -

We have defined a couple of link types (as per https://docs.onedev.io/tutorials/issue/issue-links). In general linking within project works fine but we can't figure out how to link to issues in different projects (though there are such links after importing!)
I tried:
<project_id>#<issue_id><full_project_path>/<project_id>#<issue_id>
