Import project/issues rest API (OD-1613)

Would it be possible to add REST API to perform import from external tools (github/youtrack)? Ideally with example payload generation during import via UI? It's somewhat related to https://code.onedev.io/onedev/server/~issues/1596 and repeating steps to match all the fields and states each time is quite tiresome :-)

Adding a CI/CD step to import projects/issues in this case will be appropriate as CI/CD job logs and status can be leveraged to indicate import status and progress.

I filed issue #1614 for this.

The CI/CD step can import projects/issues in other projects, not limited to current project.
