Import from subversion repository (OD-1483)

目前代码的导入功能仅支持git仓库，我们这边有很多老的项目放在的SVN上，想自己写个插件让其支持从SVN导入代码，请问有没有好的实践方式，让插件可以更好的和项目契合

可以参考 github 导入插件。可能更简单的方式是先通过外面工具将 subversion 转换为 git，然后再导入 onedev。比如说先导入到 github （github 支持从 subversion 导入），然后在从 github 倒入 onedev。这样就不需要写插件了。
