#1445 Incorrect Pull Request referrence in issue comment

If the Pull request has the number of the existing issue it will appear in that issue comments.

Steps to reproduce:

Create issue (for example, with number 1)
Create second issue (issue number 2)
Create a Pull request with link to issue 2 and merge it. PullRequest has number 1
Navigate to the first issue - the PullRequest will be mentioned in comments cause it has number 1, even it's related to another issue.
