I am trying to create a "Support" role which has full access to projects issues and only to issues.
If I switch "Issue Management" check for the role, all other settings for issue disappear. However, the user does not have access to confidential issues and there is no way to allow access to confidential issues for the user if he has issue management switched on. What's more, the user can accidentally change the issue to confidential and then the issue disappears and he can no longer access this issue.
I can switch the "issue management" off, and then allow access to confidential issues and switch ON other settings. And as a workaround I could also create 2 roles and assign them to the user, one with issue management and one with access to confidential issues. So this problem is solvable but the current implementation seems counter intuitive.
