Reopen issue on activity (OD-1420)

Improvement? Deny comments if closed? Or automatically open closed issues on activity?

It is normal that closed issues getting comments. Watching users can still get notifications. And involved people need to determine whether or not to reopen it. So I think reopen it manually is more appropriate.
