Global Webhook？ (OD-1384)

Does 1dev have some plan to support Global Webhook? Like the feature on Gitlab, administrator can set a webhook globally, actions from every project on the website can trigger webhook.

How about define this webhook in a root project, and make all other projects children of this root project?

This can be solved with appropriate project hierarchy.
