Creating "Issue link" is not working (OD-1340)

Version: 8.0.14

Steps to reproduce:

  1. Navigate to "Administration" -> "Issue Settings" -> "Links"
  2. Create new "Link"
  3. Enter the link name and leave all other fields empty
  4. Press the button "Create"
