Don't warn on unmodified description template (OD-1315)

If the description was not modified by the user, the Create Issue form should not warn when changing a field causing a different description template to be selected.

I set up different templates for Bug / Feature / Improvement, and since it defaults to Bug you always get this annoying popup when changing to New Feature.
