Trigger transition when updating PR title/description (OD-1314)

Would it be possible to trigger a transition when updating a pull request title or description? (adding "resolving issue # [number]"). (improvement on issue #1194)

You should mention fixed issues via commit message, and PRs against these issues will trigger issue transition with appropriate transition rules.
