Sometimes if I want to let someone be able to add users I have to give them site admin.
But 'site admin' sometimes is too much, it will be easier to administrate permissions with specific permissions like "User Management: Add Users", "Project Management"

Currently administrative tasks are those affecting the system globally. Managing them separately can be cubersome, and may also cause security issues.
For the specific case of adding users, I'd suggest to enable user self-register, or set up SSO so that user can ceate their own account as necessary.
