Applicable issues in state transition don't affect my issue list (OD-1250)

Hi, I've been working on issue state transitioning configuration and I wanted to make a button on "Open" state of the issue applicable for only assigned assignees. This is my configuration of the transition:

But even though I don't have anyone assigned to the issue, the button is still presented:

Can you tell me, what am I doing wrong?

Confirmed this is a bug. Will be fixed soon.
