Allow disable of "This ssh key is already in use" (OD-1231)

My onedev instance uses bot accounts (duplicate user accounts for bot purposes to differentiate between changes made by a bot and the actual user). However the users can not use their existing ssh keys for the bot accounts because this is disallowed.

Please could you add a feature to disable this.

Private key is used to identify user when access projects via ssh. Hence it should be unique. You may configure your bot user to use a different private key.
