Default state means that new created issues will be using it initially. For existing issues with OPEN state, it is hard to determine if the issue should be changed to Backlog or should be remained in OPEN. However you may run a query from issue list and batch edit them to change to desired state if necessary.

I understand existing issues keep their state. That is okay.
But new issues also receive the "old" initial state.
