Hello,
I agree with this and think it would be an elegant solution still allowing the current behavior, unlike before this commit.
An example of use case: publish documentation website (e.g. cargo doc) for private repositories, that should only be accessible for people involved in development.

Would be good if we had a role for site viewers, so we could assign it to a group/user or to everyone (as it is now).
