It would be cool if OneDev allowed you to create a PR from patch file(s), some people still prefer the patch system, it would also allow the email system to be more expandable, allowing you to create a PR by emailing patch file(s), OneDev automatically creates a branch and applies the patch for the PR for the reviewer.
