I was looking at the codebase for the possibility of me implementing issue #972 however there is little to no comments, and it makes it very difficult to follow.

This would be a long and tedious improvement, but even though OneDev is a binary and not a library, Javadocs are extremely useful to help navigate and understand a huge codebase such as OneDev, otherwise contributors will find it increasingly difficult.
