Import from URL (OD-817)

Add support Import project from URL and 2 optional fields login and password.

This is the main thing I find to be missing from OneDev. You can import projects from Github and other sources, but it's a hassle if you just want to import one and have as many projects as I do. Easier to just clone the project, change the remote, and push.
