Error accessing secret in CI job when pushing annotated tags (OD-788)

如果不指定-m参数build正常触发，指定-m参数报错 Job secret not authorized (project: xxx, job secret: xxx)，如 git tag v0.0.7 -m 'test'。从网页创建tag可以正常触发。运行环境k8s。
