Wrong pull request creation URL on push (OD-1051)

Hi,

Thanks for implementing this back in issue #331. I'm running 7.8.14 and unfortunately the link takes me to an non existing page (OOPS! There Is An Error. Database entity not found)

It seems to be missing a "~" character before just before pulls. After adding it, the URL works as expected.

- https://onedev.example.com/API/pulls/new?target=1:develop&source=1:feature
+ https://onedev.example.com/API/~pulls/new?target=1:develop&source=1:feature
