OneDev will check necessary permission while moving/deleting projects. Checking permission for each project is time consuming while displaying the menu.
For issue imports, I originally thought as long as user can create issues, they should be allowed to import issues (it is just a matter of creating multiple issues in batch). But maybe requiring issue management permission is better.
